"They" are not trying to come back. There are only so many approved airline names and so when someone thinks it would be cool to run an airline they go look at the list and see what is available. Braniff and Pan Am were used 3 and 4 times, Republic, Piedmont, PSA, Frontier and Allegheny are on their second go round, it was just time to call the next airline "Eastern."
Their PR statements from the beginning of the year said they'd be an Airbus airline, I guess whatever they can get their hands on.

Right after the Wright brothers flew for the first time, they made "the list". If you want an airline, you must use one of the originally approved names.
I can just imagine them planning the list:
"Let use a bunch of cardinal directions, that sounds like it goes with airline stuff.
Probably should stay away from stuff like South-Southwest, though. That'll get confusing. Just stick with the basic eight."
"How about some with American in it - gotta have that, right"
"Braniff!"
"What?"
"Braniff! Just trust me, I got a feeling. It'll be a while but we're gonna need that on the list"
"How about JetBlue?"
"What's a jet?"
Congress can add names to The List, but that hasn't been done since Senator Otto von Katz got Red Baron Airlines approved in 1979.
