Generally the a/c on my aircraft DO NOT work well on the ground - especially in the extreme heat of the southwest (or combined with the humidity of the southeast!) or the multiple deployed locations where we often operate.
Closing the canopy after the first engine is on line usually helps the ECS be more efficient in my aircraft, but many, including myself, still like to have the canopy open during start. Any SLIGHT breeze and NOT having the greenhouse effect seems to make me more comfortable than the little, if any, increase in the cooling on the ground with the canopy closed.
There really isn't much A/C in our aircraft n the first place. The common saying is that the cool air is for the avionics and the pilot gets what is left over!!! On the ground this isn't much. Airborne - like Razor said - I'm sometimes moving the mixture knob to add a little HEAT into the system!

PS - and yes AZ - it is very uncomfortable when sitting in marshal for an hour in the 100+ deg heat while wiating for your wingman to troubleshoot some problem. Oh - and razor - when I forst start we closed our canpoy while taxing to the runway just before crossing the hold short. Then it went to not being able to raise/lower the canopy while moving. Now SOPs (and maybe even our NATOPS - your -1) prohibits taxiing the aircraft with the canopy open.

Ice = A/C and sort of comfort...but doing BFM in Texas it really doesn't get cool for the studs ever...
