Thanks for that article. Up until I saw an MD-11, all the other wingletted planes I know about (73NG, 752, etc.) only had upward-facing winglets (i.e., no tiny, downward-facing portion). Is neglecting that downward-facing part just bad engineering?

All engineering solutions involve compromise. The latest Boeing designs utilize a more highly swept outboard section to accomplish the same thing. See 787 and 747-800.
