APC225, thanks for posting this. It clearly illustrates why schedulers opt to put reserves on short call. Fix this issue and it would probably fix a lot of the reserve issues.
I'll propose a fix that would probably work for the company but I'm not sure if it would be fully 117 compliant (I'll let others chime in on that) AND it would require some 'give' from reserve pilots.
My proposal's real simple: Require 13 hours notice prior to scheduled departure for an assignment after a short call. The company isn't going to go for that all by itself, so the 'give' would have to be shortening long call from 13 to 10 hours notice prior to scheduled departure.
Changing the notification times for short and long call would incentivize the company to use short and long call as they were intended to be used and all of those extra short calls would likely disappear.

For example: A pilot on your hypothetical 10 hour long call is assigned an 8am flight at 10pm the night before. How does that work for anyone not living local? No way to commute at that time of night via a flight.

But you do not have an assignment before the last flights have already departed. So with that logic, you will always have to commute in on reserve, even when no flying has been assigned. Kinda defeats the reason we have long call.

While I'll never vote for something that makes it worse on a reserve, I'd be hard pressed to give up anything to make it easier than it already is to commute to reserve. If you're commuting to reserve it's on you. Sorry. Get a crash pad or use your paid move you got with the bid.

While that my be mine, and ultimately the best reason, I think the real reason is economic.
Because of FAR's having a combo of long and short calls results in FEWER reserves. You would have to have a LOT more short calls if everybody was on short call. Your availability on long call is a much bigger window, and more flexible. Just no short notice.
Most call outs are long call.
