Just as an interesting aside to those that think that reserve can ONLY be fixed in a Section 6 negotiation.... Long call/short call was introduced and implemented in a side letter outside of Section 6 at LUAL. It used to be all short call all the time with field standby thrown in for grins

Our reserve system is fine. It does not need to be "fixed". A few tweaks would be nice.
FSB should be paid. I am not sure how much. Maybe 2 hours add pay, and M5D towards your line credit if you go over guarantee. I doubt this would be hard to negotiate.
Global reserve HAS TO HAVE rollable days off. No other way to do it. 50% add pay (or 100%) for flying done on those days off? This might be doable.
They already have pure SC lines. You can request it through scheduling. I have done it once. You get short call every day. I think it pays 75 hours and you will fly less as most assignments are long call.
Pure long call lines? Doable.
Transparency? FUGGETABOUTIT. Reserve is reserve. You are there for unplanned contingencies. You can never plan 100%. You want to sit 1000 miles from base on reserve? Your choice, you are taking your chances. I would not give 1 dollar per hour to allow somebody to sit 1000 miles from base on reserve. If we negotiated this, they would move 3000 miles from base, and then complain that reserve sucks because they can't sit at home on reserve. Too bad, so sad.
Lots of people are control freaks, and hate reserve as they can't plan. If you are one of those, don't bid reserve. If you commute, don't bid reserve.
When this TA passes, my pay goes up 13% on my first day of reserve in February. I will happily wait for a few tweaks to reserve for the pay raise now.
"Tweaks" would be nice. Nothing needs to be "fixed" other than the poor choices some pilots make.

11 or 12 out of the last 22 months.
2005 to 2008 I was reserve every single month after my OE line under a similar system. The change to the current system came in 06 or 07. I can't remember. I remember it was a massive improvement.
2002 -2005. None.
1995 to 2001. 2 years.
Our current system is the best it has ever been. The only thing that was better about our old system, prior to 9/11, was pure FIFO. You knew exactly what number you were on the call out list. Other than that:
100% of reserves were short call, every day.
3 hours to show. 24/7. The 3 hours was not written anywhere.
FSB was paid. I think. I never did one.
Legal for an 0600 departure, first day.
No auto release the last day.
The last pilot I flew with that complained about our reserve system was 7 or 8 years ago. But, he complained about everything, for 4 days.

IMHO, most of the non-compliance issues at the new United are because of incompetence. The crew desk, is incompetent. Payroll, is incompetent. Dispatch has become incompetent.
Section 6 negotiations can't fix the abortion that the new United has become.
A 13% pay raise won't fix it either. But I can afford to buy more beer for my double furloughed FO on the layover.

I would bet the relief the company wants in RSV, is for RSV's to be phone available the day prior for an early assignment the first day. Not being available until 10 am is expensive from a manpower perspective. That, and maybe less pay for unused SC's.
If they wanted it this time, they will want it in Section 6. To keep it, will probably cost us something. I believe this pilot group would "give" that back to the company, to keep something else. I believe I would be in that group. The 10 am deal probably increases the number of required reserves by 10-20% system-wide.
