I will be bidding reserve again in February, and I am about 50% in BES. I don't care what time they build short calls. I hope I get "abused" with a lot with SC's. Every other pilot I talk to on reserve says the same thing.
The pilots complaining about reserve are in the very very low minority. Our reserve system is fine. I would not give 1 dollar in pay rates to change it.

We negotiated system reserve, which is why there are "H6" pairing IDs. Only took two years but they're finally putting those reserves in first class or top of upgrade list at time of assignment. I'm on one now. Seat assignment complied with on both ends.

SCs aren't used to cover just flights on the departure board. For long call it's 12 hours to show. On short call it's 10 hours to show after released. They figured this out awhile ago, that SC gives them that extra two hours to assign. That's why there are always SCs covering the evening even if there's just one departure, and it's already left. If they get a sick call at 8pm for a 6am show, the long call is no good, the SC is. That maximizes their flexibility with the 2am SC left unused.

They figured this out awhile ago, that SC gives them that extra two hours to assign. That's why there are always SCs covering the evening even if there's just one departure, and it's already left. If they get a sick call at 8pm for a 6am show, the long call is no good, the SC is. That maximizes their flexibility with the 2am SC left unused.
It is 2.5 to show for short calls, after 10 rest. So that would be 12.5 hours from release to the earliest show time.

20-K-5-a For a Trip assignment, a Long Call Reserve must be assigned the Trip with a minimum of thirteen (13) hours notice prior to scheduled Departure time.
And just look at Jay H's video. "We pushed away from the table twice!" You da man, Jay! But the company wanted changes to reserve rules too so "meh, we took it off the table." Perhaps you could have pushed away from the the table a third time? Ahhh, maybe not.

20-K-6-f A Short Call Reserve who is given an assignment that requires an intervening FAR rest period does not require the minimum notification requirements of a Long Call or a contractual Off-Duty Period. 20-K-6-f-(1) Example: A Short Call Reserve whose assignment begins at 0700 and ends at 2100 may be released from the assignment at 2000 and given an assignment that begins at 0600 the next day.

I'll propose a fix that would probably work for the company but I'm not sure if it would be fully 117 compliant (I'll let others chime in on that) AND it would require some 'give' from reserve pilots.
My proposal's real simple: Require 13 hours notice prior to scheduled departure for an assignment after a short call. The company isn't going to go for that all by itself, so the 'give' would have to be shortening long call from 13 to 10 hours notice prior to scheduled departure.
Changing the notification times for short and long call would incentivize the company to use short and long call as they were intended to be used and all of those extra short calls would likely disappear.
