Default FAA: On Call = On Duty

Interesting article from Aviation Week about reserve rest rules.

"The FAA has once again issued a legal interpretation explaining that an “on call” pilot can’t count as rest all of the time that a call never came. ...."

That would certainly improve our reserve rules. I was disappointed to see that the rules here were worse than a regional I previously worked for.

Now if they'd only put new-hires into the 756 fleet again life would be much better!

Your duty time cannot exceed 16hrs when on call (short call at AA). So yes, it counts.

I'm not on reserve so I could be wrong, but I was pretty sure this is the interpretation that we already have, so reserve won't change with regard to this finding.

Careful what you wish for. 756 reserve is international, so all days off are moveable except your block of 6 holy days. Domestic reserve they can only move 1

Been that way forever.....What's so breaking about this?
And this has nothing to do with reserve rules.
Also, they CAN roll HDOs off under extreme circumstances...

Short call duty time at UAL starts when you report to the airport. Same as field standby.

Therefore 16 hours of being telephone available+duty time can be easily exceeded currently.

I'm painfully aware of that. That's why I want more new-hires below me so I can get off reserve!

The bold statement above is absolutely false. In fact, it's just silly. Your SC RAP starts as determined by Crew Scheduling. Once assigned a trip, your FDP and time spent in the RAP cannot exceed:

The lesser of Table B plus 4 hours or 16 hours measured from the beginning of the RAP. (non-augmented)

Table C plus 4 hours, measured from the beginning of the RAP. (augmented)

FOM 1.50.2

UAL has never started your duty day at assigned trip report time for short calls. In fact, before FAR 117 and our new contract, the domestic limit was 14 hours from the beginning of the RAP, waivable of course.

And don't forget the 2 hour extension. For domestic you could be looking at 18 hour day legally if you waive.
