As an out of base line holder you can't touch (pickup up) an out of base trip until 1300 local day prior (time at the trip's base). That is the one rule that every single scheduler is aware of.

(I live in a domicile I can't hold due to my low seniority, and have tried every trick in the hat as reserve and line holder. Out of base pickups mess up the staffing statistics (artificially makes the base look well staffed so the planners are under pressure to not allow unless otherwise will result in cancelations.)
