I think anyone who is not going to be on property for the entire (theoretical) duration of the contract should not be allowed to vote. Why should someone who is going to retire next year determine what I'm going to have to live under for the next several?

That's because they don't know you're furloughed. Most commonly heard statement when I said I was just back from furlough? "We furloughed? Gee, I had no idea." Followed closely by "I've been getting 100 hours a month of pay for the last year by waiving vacation and open time pickup--ain't this job great!"
