CAL union agrees to release initiative
Last week, Capts. Heppner and Pierce met with NMB Senior Mediator Sims and Mediator McGuckin; UAL HR VPs Mike Bonds and Doug McKeen; and ALPA advisor Seth Rosen and developed a process and timeline that would complete the JCBA negotiations by mid-June. Last Thursday, all parties (UAL MEC, CAL MEC, NMB and management) agreed on a process, practices and a timeline designed to get the terms of the deal done in the mid-June timeframe. This was done in consultation with the JNC and with their support.
Last Monday, UAL MEC Chairman Heppner released a statement that announced his intention to seek release from Section 6 negotiations under the Railway Labor Act if, by April 30, 2012, management does not commit to completing contract negotiations by June 1, 2012. This public announcement was the first we had heard of his intentions. On Tuesday morning, Capt. Pierce met with Capt. Heppner to discuss the details of this initiative. In that meeting, Capt. Heppner asked that the CAL MEC consider supporting this negotiating strategy. For that purpose, a special MEC meeting was held today, the earliest day that would allow for our Guam
representatives to travel to IAH.
Clearly and without question, we agree with and share the frustrations of the UAL pilots caused by the length of time it has taken for some momentum to be seen in these negotiations. All of our pilots, both CAL and UAL, are completely frustrated that we are not today operating under a joint contract as one pilot group.
Furthermore, the CAL MEC is in complete lockstep with the UAL pilot group in our desire to conclude negotiations with a contract that meets the goals of the combined pilot group in the shortest possible timeline. Any action, strategy or tactic that will bring about this result will be supported by the CAL MEC.
Therefore, the CAL MEC agrees with and will support any well thought out and realistic attempt to positively influence a prompt resolution to our joint negotiations, including seeking a release.
Any strategy for achieving a fair contract on a timely basis must include solidarity and open communication between the pilot groups. We believe that the next step should be to engage in just that type of joint strategy. The partnership of our MECs demands no less than this. Real partnerships are based on common goals and open communication.

I think it's way too legalized for my taste. I don't agree with given Jeffery any form of leash. Our side has proposed giving him one with a proposal for 'protocol' on how short it will be. Seems like a cheap cop out during a horrid week for CAL Pilots.

Will someone please tell me where the CAL MEC said they directly support the UAL MC position on requesting a release if progress is not made by April 30th?
All I read was they support a protocol for determination of a well thought and realistic attempt, including the option of seeking a release. In layman's terms it seems like a lot of hoops to jump through before the UAL MEC can expect Kim Jung Pierce to fire his rocket.
