Probably like the foreclosure process that has flared up in the news:

People just signed off on paperwork to foreclose without actually reading the paperwork to find if it was valid, etc.

Just a rumor I "heard", since Jeffery & Glenn got 'phat' new raises, they are offering to kick in some of their own $$ on the purchase of these a/c for the new route.
