Doesn’t always work via the app. Instead, go to https://www.united.com/preordermeals. I think you have to be within 48 or 24 hours. Seems to work better this way.
I sent a couple of emails to the head of catering and someone else to try to resolve it, along with having my flight office pursue it.
Not a huge deal, but it would be nice to preorder. And it saves the company money because it's less extra meals to board (so as to offer choices to pax).

go to the middle right of the flight info page and find this hyperlink.
you should be able to choose from the menu after that.
