If more than half commute (or even close) then it absolutely makes sense to spend negotiating capital on commuting benefits. That’s part of being a member of a union.

United could not exist if everyone had to live in base.

It’s the same argument that very senior pilots make to not negotiate better reserves rules. The union make up is a lot younger now and members want to increased QWL not just pay scales.

“United could not exist if everyone had to live in base.”

wrong. It could and would.
for every penny spent on negotiating for commuters, one penny should be spent supporting in base pilots.

if commuting pilots get a windfall at the cost of in base pilots, it will divide the pilot group for years.

It's already there. It's called PPU. So for every trip that is advertised at 100% in under 12 hours, we should be setting aside an equal amount for positive space travel for commuters. /s

PPU is a seniority issue, not a commuter issue.

The company does this for Guam because the col is high there, so there’s precedent. If the biggest hurdle to filling vacancies and properly staffing bases is indeed taxes and col (my presumption), then offset that via a cola.
If that’s the case, then why don’t we make the rules extremely commuter friendly and then all the people who are living in the high tax states can pick up and leave? Everyone gets easier commuting rules AND “basically” gets a bonus. Problem solved.

Next time I see someone commuting in for a PPU trip that leaves in 5 hours, I’ll agree with you.

Like the choice to live in base or sit reserve when you don’t have to, I agree. Like many things in the contract, the benefit to you is predicated on your personal choice.
