They said the last vacancy was just training cleanup or something, and to expect another vacancy a few weeks later.

Seems like class sizes are getting smaller, down to 46 this week (maybe a bit of a return to normal times?). 286 unfilled vacancies on last bid, which is about two months worth give or take. Maybe they don’t generate too many vacancy slots because of how often bids are coming out? Or is the wave becoming a ripple?
