It is just as much a "legal document" as the SKW FOM which SAPA, reportedly, claimed would result in an FAA violation if a SKW crew allowed a UAL jumpseater.

The argument over it is the date, and I didn't really follow it. But if it's the same document as the 10/9 bulletin references, then it contradicts it and there's hanky panky going on. (And it is what kicked off the jumpseat war, and shows that SKW/Republic did gain by their actions, by getting to the same level as UAL as opposed to below them.)
If it's from earlier, it is superseded by the 10/9 bulletin and is irrelevant to the jumpseat war, so only the 10/9 bulletin is what matters, and SKW/Republic gained nothing.

Your math is correct. That document was from almost a year ago.
A new document was presented to the UAX carriers last May. That is the document that has now been signed by all of the UAX carriers with only the wording of the "must ride" category updated.
Is that document what SAPA and IBT where saying last week was the current proposal? If so, why were they talking about a nearly year-old document that was superseded five months ago?

The entitled crew has had their short term binoculars trained on your jet since the first day they spun a crankshaft on a Cessna. And then those regional commanders strapped on that shiny jet.
