If you plan at least 1 day of carry-in from the previous bid cycle on the month you will bid COLA, you will still accrue vacation.

Placing a week off in someone’s schedule reduces the amount of trips that they can cover by more than 25% due to a variety of factors, especially if that person is jr. By making the cola one solid month they can give away 4 weeks, if they split it up 4 ways it would cause more conflicts and probably require them to keep one week to cover the problem. Just a theory.
Have you tried bidding reserve on a vacation month? It’s pretty difficult to get more than one set of days off you want outside the vacation. Same with building a legal line.
