Depends upon the domicile in regards to the staffing levels. I'd say below 70% you're rolling the dice. If one could pull $224/ and increase his or her quality of life, going to TK every three months for landings class is a small price to pay. Sign me up.

When I got hired, the 747-100 had pure bunkies. They were not current, could not take off or land. They were only qualified to sit in the seat at cruise.
It was an interesting situation. That was in the era of the original B-scale. But IRO was mainline pay--quite a bit below 747 F/O pay. Dick Ferris never thought that new hires under the B-scale could hold IRO so he never negotiated a B-scale for the IRO. Until several of us got the bid. Then he tried to retroactively impose a B-scale to IRO. Plain, clear, and simple in the contract, one non-b-scale pay, and it was grieved and won.
I got a big check after the grievance was won. But, the moral of the story is, yes if we had a pure IRO, it would pay less than F/O. Not because the union would want it, but management would insist. Be carful what you wish for.
The current system of bunkies is fairly well entrenched. I don't see it changing.
