My old one (not laminated) was falling apart, so I called the FCC to see if I really had to pay $60 to get a new one. Their policy is that if your old one is still legible enough for them to read the issue date, they'll issue you a new one for free. They could read mine (somehow), so now I have a new one with a 1989 grant date.

Splinting hairs but the FCC says you don't need a restricted radio license if the plane only transmits on VHF. So I think you could extend that to say if you're going to transmit on HF you need a radio license. But if an HF is installed but you not use it I'd say you don't need the FCC license.

Free!! Wasn't those the days, before the government started to carrier everyones assest, and now they charge for everything, that is unless you just want not to work, and then you could get it for FREE.. But I had lost mine and had to pay the $60 as well. Could not believe it...
