Default Bags in Seat? Part 135

Can you store passengers bag in an empty seat (part 135)? Is a seat belt an approved means of securing the bag (135.87)?

Don't see why not, as long as it is restrained from movement by the belt.

I remember that is what we did when I worked at a charter company. Seat belt has to secure it. The bag can not block an emer exit or isle.
