NK CS sop, everything is fine until it isn't. And when it isn't, every single scheduler can't make a decision until it goes through gabe. Micro much?

What's with the monthly bidding around here. First it's supposed to open on the 10th. Then pushed back to midnight the 11th. Then the 12th. Now noon on the 12th. I'm new around here so maybe I don't know. But is this normal?
