ATP, yes. Just having a pulse, absolutely not true and quite frankly a jaded comment. A few people in my recent interview group were well qualified and got TBNT. Like I said before, if you interview well with a good background, your chances of being hired are almost guaranteed.

They are looking for 2 things mainly, first that you're not a training risk and second that you're likely to stay with them.
As a result they weigh heavily any part 121 training failures in a last few years and also emphasise the 'why spirit'.
Having more 121 time or even 121 PIC doesn't help and may even hinder as you're much more likely be bail in training or first year.
That's why they handed out nearly 100 CJOs to Australians recently at the roadshows, even those without any turbine time or an ATP certificate, as they won't run off to a legacy.

And yet they go to foreign countries instead to find pilots. Sorry to those who were told “no” you have been beat out by your foreign counterparts.
