It's directed towards the military folks who are often required to take 3 yr orders in non flying jobs. If the mil folks take back to back non flying orders the PD will seriously question your commitment/desire to be a pilot at the interview. Same goes for civ folks who take time off from flying.
Swa pilots fly a lot and it's pretty much all we do in this job.

I've been trying to get my hands on the averages of all new hires and I'm sure you would find the average is well over 1k TPIC. I don't get it either. What do they hope to gain in new applicants to justify the lowering of a min requirement? What do they feel they are missing in applicants by doing this?

Difficulty attracting candidates who have all of the attributes they are looking for I would suspect. With the big 3 hiring so many with shorter upgrade time, more lucrative retirement, etc... It's hard to attract and retain pilots.
