It's not a rumor. Some of the spirit planes have so many seats that they'd have to add another raft. So they put in a couple rows of big front seats and remove a cockpit jumpseat to keep the seat count legal for the rafts. While I was at spirit, the fleet was very uniform. Every plane had essentially identical equipment, with minor variations such as one or two rows of big front seats, a removed jumpseat, etc. They all had rafts, and had exactly the number of seats on the plane that were legal. One more seat and they'd have to add safety equipment (or maybe another FA).

When we went from 137 seats to 143 seats I said that they should keep the seat count at 137 but make the first 3 rows Business Select as we very seldom have more 10 or more Business Select passengers. You could still do that with unasssigned seats by requiring the passenger to show his Business Select boarding pass in order to sit in those seats. When an Ops Agent said that we couldn't legally keep preboarders out of those seats I told him it would be done the same way legacies keep preboarders out of First Class. Just because you board in a wheel chair doesn't mean you get to sit in a higher fare seat.

the FAA is dragging their feet because they can and no one will make them move any faster. It is the summer and they need their vacation. Call you Representatives and ask them if they know how many people the FAA has working on this……

well there is the problem. Boeing has nothing to do with when the 7 gets certified. It is all in the hands of the FAA. Would love for someone to tell all the stories about how Federal Agencies work their but off to get things done.
