MCO and PHX are where senior folks pre-position and spend their last few years before retirement. This makes progress up the Capt side very slow, because when one retires, another senior pilot bids in. It's been that way since the base opened in 2001.
I've moved up and back down 5 or 6 numbers in MCO the last few years alone, and I am a pretty senior Capt. I'd be near royalty, seniority wise, in most of our bases, except MCO and PHX.
We also have a bunch of folks who commute out of MCO for the upgrade, waiting to get back in, which has taken years for many of them.
There are a lot of very senior FOs that choose to stay in the right seat for years vs. commuting to Capt elsewhere.

You can get MCO as a base at round 4 months, be a line holder as a FO in 9 months, and a reserve captain in 5.5 years. Go to MIA and you can be a captain in 3 years, 3 months.
