When in the training process does the domicile bid go in at? Aiming for MDW before IOE if IOE delays are a thing!

When we say there are "delays" for IOE, we mean in the context of Southwest Airlines. A serious delay is 2-3 week, not six months like at other airlines. Many are still going to IOE in 3-4 days after completing their last event in Dallas.

IOE selection is done separately, and should be no issue doing IOE in MDW. Then the rest of your IOE month will be filled in with trips from the same base (again likely MDW). You won't need to fly trips in base you bid until your first full month on line.
