That is what everyone says, yet here I am, 5 months after completing IOE. So my question still stands, does anyone have any info on whether OO actually honors 121.436 or do they stick to the "1000 hrs 121 or equivalent" verbiage in OO regs? I inquired and was told "only time after getting an ATP counts. However no one in the military gets an ATP until after they get out.
Any info is greatly appreciated.

When we opened up the Brasilia base in IAH..captain went to newhires. It wasn't that pilots here didn't have the upgrade minimums, it was just that no one wanted to go there. Getting PIC time wasn't all that important as there weren't any jobs to move onto at the time and we were getting crjs at the rate of 3-4 a month.
We had a recently retired AF colonel that took the upgrade go to class without ever flying in the right seat. He did not make it and was fired.

But they could waive that requirements if desperate, and desperate they are, I guess all qualified FO just received an email from TG asking to bid for December upgrade class.
121.436 on the other hand could not be waived, as its FAA requirement for upgrade, and absolute minimum as of now.

SW require 2500 total and 1000 Company time or equivalent, check PPM.
But they could waive that requirements if desperate, and desperate they are, I guess all qualified FO just received an email from TG asking to bid for December upgrade class.

Been here over 3 years and that email from TG was the first of its kind I've ever seen. How do we not have enough FOs wanting to upgrade? Or is it just that nobody wants ATL or DTW?

Not enough qualified folks who want ATL or DTW. Plenty of people would be more than happy to upgrade into SLC or DEN ....
