It's not outsourcing MORE jobs. These are already ones outsourced and Delta is shifting the flying around. The majority of the guys at SkyWest (except for the top 10%) want to see mainline take back these jobs.

Lots and lots of new routes in the northwest coming for both Delta and Alaska. Just wait.
Delta’s daily non-stop service between Seattle and Vancouver, B.C., begin June 5 (on Delta’s affiliate SkyWest Airlines).
Delta will fly four daily round-trip flights from Seattle to San Diego starting June 2 and the same number to Portland beginning Sept. 2. Both routes will be operated by Delta Connection partner SkyWest on Bombardier CRJ-900 regional jets.
Delta's new service from Seattle to San Jose will be operated by Delta Connection carrier SkyWest Airlines using 76-seat, two-class CRJ-900s.
Beginning December 20, 2014: Delta's new service from Seattle to Phoenix, Palm Springs and Tucson will be operated by Delta Connection carrier SkyWest Airlines using two-class, 76-seat aircraft, while Jackson Hole service will be operated with two-class, 65-seat aircraft.
Beginning June 9, Alaska will offer twice daily flights between Salt Lake City and Portland. The morning flights between the two cities will be operated by SkyWest Airlines
On June 9, Alaska will also add a third nonstop flight to its existing service between Salt Lake City and Seattle, which will be operated using a CRJ-700 aircraft.
And no offense to Horizon but SkyWest has before and will again fly between SEA and PDX.

Maybe this is what you were thinking about? Delta Adds Service From Seattle to Calgary and Spokane | Airchive
Doesn't specifically state SkyWest is flying it, but it will be a CRJ-700 operator so chances are highly likely.
Delta also is starting non-stop service between Spokane and Los Angeles with one flight daily beginning June 10.
Seattle to L.A. flights will depart at 6.40 a.m., 11.54 a.m. and 6.55 p.m daily. Flights from L.A. to Seattle leave at 8:31 a.m., 3:20 p.m. and 9:20 p.m.
From Spokane, the flight will leave for L.A. at 6:45 a.m. daily. The L.A.-Spokane flight leaves at 7.50 p.m.
Both the Seattle and Spokane flights will be year-round and operated by SkyWest Airlines (as a Delta Connection).

I have no idea how Skywest (or any other regional) operates, so I won't comment about Skywest's level of safety compared to the legacies. But I came to my legacy from a national carrier, and the training and operating practices aren't even close to the same. 121 is a baseline - that's it.
At least that's how it was between my two 121 experiences.

If I am not mistaken, NVUS is just a dispatcher/coordinator. He should step away from the kool-aid and start focusing on running a bit of a better operation down there in SGU....United/Delta aren't to thrilled with the job they have been doing lately. So perhaps before he wet's himself over some new routes, he should focus on the ones we already have. I have gotten really tired of lazy, disengaged coordinators lately... never flowing stuff out, last minute swaps into broken planes, little to no communication.

The biggest route SkyWest has "lost" to Compass is LAX-SFO, I know Compass will start doing LAX-SAN and LAX-PDX but I believe SkyWest will continue to do some of that as well... other then that if you look the the previous post of all the new stuff out of SEA. SkyWest is technically gaining more west coast routes.
Compass will also be doing SEA-SAN, SEA-YVR, LAX-AUS and LAX-MSO, along with a few more. Almost 50% of all Compass departures are out of LAX, SFO, and SEA with more coming.
