And I believe SEA and PDX are going to grow by 30 700's. As they come off line for UA as 175's replace them, the frames have been committed to AS.

No... We have a lot of growth for Delta in SEA next summer.. There are 16 UA 700's coming off contract, but I'm sure UA will want to extend those a few more years...

Source? "Committed" is extremely strong language to throw around without a press release confirming.

Is it growth on the Delta side or is it shifting of assets? Delta is maxed out on the CRJ7 and deliveries for the CR9 are going to Pinnacle for the next year+, where are these growth airframes coming form?

No it's just a shift of flying out west, there will be no more growth of flying for Delta
