United doesn't have a monopoly on SkyWest. So no, they cannot tell SkyWest what to do, all they can do is "recommend". You should know better than that by now.

you should know better. If it says United on the side, then yeah, United gets to set the rules. If you don’t like that, you’d better be planning to leave.

I'm guessing the flights into Canada, Mexico, and the Bahamas, are going to wind up requiring vaccinated crews, if they don't already.
