These programs were the carrot to staff the regional at a lower cost, who in turn would accept these programs and the leverage given to both their regional and United. It was short term winning strategy for the pilot under certain circumstances. However there is a cost.

I don’t think that their dedication to the program will be reduced. There is the big announcement on Flying Together about the upcoming virtual meeting with the President of United, the MEC chairman, and the new director of the Aviate program. They did say in a town hall recently that they didn’t want a recruiting tool for United to be offered at a company like SkyWest since the goal is to attract new pilots to our system, and not our competitors. Being that 2/3 of the remaining partners exclusively operate fleets that they want to significantly reduce, where they take this is anyone’s guess. This pandemic will change the size and fleet plans both regionals and the legacies as we move forward. All anyone can do is sit back and hope that their employer is one that benefits from the changes instead of being one of the groups who suffer.

Every contract is unique and has a balance between QOL and pay rate.
While I'm not familiar with Aviate and how it's different than Flow, but it's a way of saying, "come to this airline for $40 an hour with flow, instead of that airline for $45 per hour where you're going to have to interview again to get to the show."

Q. Why is SkyWest, a United Express carrier, not a UAX entry point via Aviate? Are they being considered to become part of Aviate? If not, why not?
A. SkyWest's business model doesn't fly United metal exclusively with dedicated pilots - all pilots fly across all their contract mainline partners. This makes it awkward to have a program with them because doing so would actually be an advantage to our competitors. Our program is designed to attract pilots to fly in our ecosystem and if we were to deploy at SkyWest (or Republic), we’d actually be attracting pilots into Delta and American’s ecosystems as well.-updated 1/07/21

Since United doesn’t offer flow, everyone in a new hire class is OTS. All Aviate does is offer an interview and an accelerated path to United if successful. It’s not a guaranteed job and you are not flying for United until your paycheck says United on it. The program is a recruitment tool that people getting started place some value in, the company is dedicated to the program, and it will be here for a while.

Here is the FAQ directly from that town hall and it is all in black and white:

No. Aviate is just a tool to attract new pilots to exclusive UAX regionals in the hopes of keeping the feed staffed in return for the possibility of a shortened path. United doesn’t care where people come from as long as they come and meet the requirements. People working for a regional that carries United passengers are the same as someone from corporate, the military, freight, or any other background. We’re all just pegs in a hole.
