A former chairman of the National Transportation Safety Board said federal officials should reconsider exempting cargo plane pilots from stricter rules about flight time and fatigue after the a UPS cargo plane crashed on approach to Birmingham-Shuttlesworth International Airport Wednesday morning.

Jim Hall, who served as NTSB chairman from 1994 to 2001, told Al-Jazeera America that he thought the Federal Aviation Administration should revisit excepting cargo pilots from a rule announced in 2011 and set to go into effect in 2014 that limits the hours passenger pilots can fly when schedules include late nights and multiple takeoffs and landings.

Hall said all pilots should be included in the new rules for safety reasons.

The FAA exempted cargo pilots from the rules because of concerns over how much it would cost companies. The administration initially estimated it would cost the industry $214 million in a decade, though the Independent Pilots Association, the union that represents UPS cargo pilots, sued the FAA, saying the estimate was faulty.

I had this on my mind. Regardless of the ultimate cause of the accident, if we operate at our best we increase the chances of capturing all errors. They told us in training that after a night of redeye flying its like operating after a couple of beers! Really!?!? Sorry, but safety isn't first.... How did the cargo airlines get exempt again?

I fly international cargo and was disgusted by the cargo carve out! This is the result of corrupt politicians and lobbyist giving them favors!

in the eyes of the morons in Washington, all commercial pilots are equal be they Supplemental or Domestic/Flag. However in reality some groups are more equal than others. After all has any congressman felt less safe flying on a cargo carrier?

How many require the delay in the requirement of TCAS on cargo aircraft?

Two pilots, 1 A300 and cargo. I wonder how those actuarial tables are working out for UPS. I seriously doubt anything will change until the next crash. Even then, change will be unlikely unless there are multiple ground casualties. UPS airlines president referred to this as an "unfortunate incident". I suspect most of us would have used stronger language. Obama's OMB decided to cut out the cargo pilots, not the FAA. I'm sure Bush would have made the same decision. I don't care what your politics are, employees are a number and a spreadsheet. Don't forget it. Do your job, be professional, but no airline is worth your life. Be safe.

In a different but related issue ... I've had numerous discussions with FedEx GOC about about fuel loads. I once was on the jumpseat with the GOC (dispatch) manager and he had the opportunity of listening to my ideas for 2 straight hours without being able to escape. Poor guy

You could tell his fuel answers had been practiced and rehearsed. About the forth volley in the fuel "conversation" he said, "What's enough fuel?" My reply ... "Enough fuel is for you to be comfortable putting your family in the back." That sort of ended the fuel conversation. To their credit, I've NEVER had them question when I added extra gas.

I also relayed a story ... I told him my experience about flying into San Diego recently. The ATIS said, "hazardous weather warnings in effect, contact Flight Watch, HIWAS, ...." I contacted GOC via ACARS. He told me to contact HIWAS. Are you kidding me? He did investigate this incident and emailed me that he'd done some additional training.

I'm surprised we don't have more accidents as the sun rises in the morning ... my thoughts and prayers go out to the crew and their families.
