I would think better to be open and transparent to learn from the incident unless there were ops sec involved. JMHO, it is painful to read.

Iceman. I don't know your background so forgive me if I am giving you information that you already have.
If you are talking about Grumble's statement that USN SIRs are usually confidential, that is too protect those who participated in the investigation. As you know (ASAP, NASA), people usually open up and speak more freely when they are free from fear of retribution.
Those who need to know get the information.
