Yeah but no regional has 10,000 pilot applicants so therefore it isn't a pilot shortage. It's a pay shortage. If regionals were compensating their pilots like the majors, they wouldn't have a problem staffing.

They may have 10,000 applicants, but all of the pilots that are qualified are flying elsewhere. If you seal from one pool to fill another, there will still be a shortage somewhere else.
There are more pilot jobs than there are pilots currently willing to work. Period. If they raise pay across the board, they may be able to attract more people to become pilots.
Currently, a pilot shortage exists at the regional level, as well as many part135 operators, and some part 91 operators. The majors pay the most so they have the most number of people wanting to work for them. That doesn't mean that there isn't a shortage.

It will be interesting to see if mainline will pony up the money for RAH to keep the new pilot contract.
