I disagree. UAL and DAL have scope, but they don't extend to operations by aircraft not operated for them. Only American had that kind of scope and that language was removed.

I dont have the scope language in front of me, but im fairly certain that they do contain something along those lines. If not, there would have never been a need to create republic in the first place. The company hasnt been operating 2 170 certs for nearly a decade because they think its fun.

The fact that Alaska needs to worry about fending off Delta. Alaska also has 63 mainline aircraft on order. Let's say this is a net add of 26 aircraft with the removal of the 737-400/700. Alaska isn't going to grow substantially to a point that they will need a regional partner to fly a mainline aircraft for them. That is, if they survive.

While it may not be against their scope, since no language exists, Alaska is also not stupid enough to do so without their pilots' approval. Horizon flew 700s and still flies the Q-400 so it wasn't a stretch to have another airline fly the 700s as well.

Republic was created to get around the APA scope, but issues with getting that certificate online (and the subsequent fines) is what brought them to buy Shuttle America.

I think that new TA had something about doing flying for Alaska I forgot but it had something to do with rates in it. Correct me if I'm wrong, but I thought it was a Q400 rate that would be a certain percentage of what QX pays. Either way the QX contract has a provision for payscales on bigger planes and there is no way Alaska will give them the C Series at that rate.

That provision was nothing more than protection for Horizon pilots because a Horizon pilot found himself on the IBT national negotiating team that negotiated RAH's failed TA.
