Another symptom of this disorder is the absolute inability to deviate from rules.

It may be different in the PT 91 world, but prevalent in the 121 world and specifically at my airline, strobes are required to be on when on a runway. Period. I would assume most airlines have this requirement in their AOM/GOM. There are several accidents that back this requirement up.
Whether you like it or not, most aircraft are going to be running strobes on the runway. It makes sense from a safety perspective.
