They can for upgrade, or at the Company's convenience. Generally, as an FO you don't get to swap certificates for QOL reasons.

I know that this is one of the things that the union is trying to get into the next contract. But, the Company hates having to pay for training for anything outside of new hire and upgrades.

I really think you're wrong and doing people a disservice by repeatedly stating this. Its just my opinion, but in the next CBA FOs will be allowed to swap certificates on a very limited basis (a certain percentage a year). Current & past union brass has said over and over again that a flush bid would bankrupt the company. There are so many other important things in the next contract to spend negotiating capital on. I feel sorry that you're stuck on the 145, but allowing everyone & their mother to transfer would kill the company.

If I'm wrong, I'll buy you a sixer of whatever you like from Schlaflys. Or is it bud light lime that you guys like so much down there?

My understanding is that the union isn't going for a flush bid, but is trying to clean up a lot of the seniority language that allows the company to do these bs displacement bid games.

Also, I know it doesn't help the -145 (or soon to be -400 guys), but I know the Company is trying to better align the RP and S5 certificates to streamline transitions between the two.

I hadn't heard that. But that would be GREAT news for the Frontier pilots. I am sure they would prefer a different buyer, but ANYONE is better than the current situation (da ibt gangsters)!

I spent 23 years at a regional represented by ALPA. Why was such a contract like the current ratified in 2007 ? It's the poorest I've seen in the regional ranks.

It may vary, but from my experience you can let them know what cert. you want or don't want. For instance, if you absolutely don't want Shuttle, you can tell them and they will let you know when they have CHQ or REP classes starting, and vice versa. You can decline a class offer 3 times before they give up on you. The HR people, from my experience, are all super friendly and very helpful. Just let them know what you want or don't want and they will probably accommodate.

It was ratified in 2003 not 2007. It was the first non cincessionary contract post 9/11

Way to troll dude. I was at a different , supposedly industry leading contract according to ALPA, and the contract at Republic isn't far behind. That is especially sad considering the Republic contract got ratified 9 years ago.
