Your understanding of the history of vacation pass at United is incorrect. Legacy UAL did not have vacation passes that elevated priority and the decision to make them a part of the merged pass travel policy was entirely made by management with little or no input from the pilots or any other employee group. Many at the new United wish the program did not exist because the same problem exists on mainline United flight as the one you describe on UAX flights.
You are also mixing jumpseat priority and pass travel priority. The United Jumpseat committee has always insisted that jumpseat and pass travel be kept separate as they are not covered under the same part of the CBA.
While you have every right to try and correct what you see as a incorrect use of vacation passes by a United pilot, the reality is if caught doing so you will be putting both your pass travel and jumpseat privileges at risk. A Mesa Captain recently denied a United pilot the jumpseat because he did not like the fact that a United employee using a vacation pass got on his flight instead if a Mesa employee. That pilot will has been counseled that if he ever does it again he will lose his jumpseat privileges and possibly his pass privileges for 90 days.
The solution lies in getting better pass travel benefits negotiated for the regional carriers not in starting a pass travel or jumpseat war between the groups. Specifically using the jumpseat as a tool to influence a change to policy will not produce a good result for all parties involved.

Negative, the VACA pass program came about right after the failed attempt by UA ALPA to have first priority on the express jump seat even over a pilot of that airline. First you try to control the jumpseat and then the cabin on the express side.

A veiled attempt of a threat? Losing my pass and jumpseat use on UA? Oh god, do me a favor! I couldn't care less! The UA side is garbage anyway, I never use them, always Delta or a pass on Southwest.
I talked again with the Capt that bumped the UA family and he was pretty sure the guy was a UA pilot. While boarding Capt' wife called and said they had just been bumped off. He went to the gate agent and found out about the VACA pass that had just been activated by the UA family. The Capt said it was less than an hour ahead and the gate agent claimed they didn't know. The Capt looked at the UA guy and got a screw you smirk. When the Capt called they were overweight he gave the same smirk back. The UA guy went to the terminal and gave the Capt the finger, the Capt gave back a big smile and waved. I applaud the Capt as I do the guy from Mesa, and I will again say if I'm put in the same position, I will do the same.

He's just tired of the small wiener syndrome of some of these guys who apparently behave like jilted gate agents and use what little power they have in their life to control their 50-76 seat empire the way they think it should be done, and not how it should be done. I got bored after the second page of this thread and just skipped to the last - it's pretty bad.

We are mainlines *****es, unwanted step childs, the bastards if you will... And as you can see, the mainline pilots get all ****y when you try to stand up for yourself. This is not only a "B" or even "C" pay scale for doing the same exact job, it is a "caste" system like in India. We are sub human to mainline.
