The best regional is the one with a base you want to live in. If you are indifferent on the subject of geography, then consider other factors.

the one with the shortest upgrade time, which is usually the crappiest one.
get in, get out, and get on with a major
(wish I was smart enough to take my own advise! I went with location, location!!

The one with the shortest upgrade time from when you get hired. The one who will still have the base you want when you are able to bid it. The one who doesnt get their superior contract abrogated by a judge around the time you start holding a line. And most importantly, the one that doesnt go out or business until the day after you move on to greener pastures.....

Lots of folks have gotten burned chasing the quick upgrade, the home base, QOL or stability.
