When will airlines start requiring 1500 hrs?
From what I understand, the rule is implemented in 2013. Is there a date where airlines have to start using the 1500 hour reg so pilots are up to that time by the time 2013 rolls around? I'm curious as to what will happen if there is a shortage of qualified applicants around this time period too.

That hourly limit will most likely be increased from the current 250(ish) requirement, but will end up far short of 1500. Pilot profession lobbists will applaud the increase while the ATA will keep the number right around the lower end of the average that has always been present. There will be a nominal reduction in 300 hour wonders, but there weren't ever that many to begin with.
My guess is the average low time new hire has always been somewhere between 500 and 1000 hours, and that is where the new rule will end up.

Since the rule will also apply to those already on property, the airlines will adjust their mins in advance so as to ensure that folks on staff will have time to get to whatever the mins end up being. The closer the date gets, the higher the mins will have to be.
Since the requirement is an ATP and the hour requirements for that may end up negotiable (ie for sale, contact your local congressperson), the airlines will start requiring either an ATP or maybe enough hours to get one if they feel like giving you an ATP ride during new hire training.
If you can get a CFI job today, or this year, you should be OK.

there may never be a shortage of pilots, but i firmly believe there will be a shortage of *qualified* pilots. Just look at the retirement numbers and you can't deny it.

Many of those won't apply due to the usual "golden handcuffs", family situation, unwilling/unable to move/commute, don't want to start at the bottom again, afraid of getting furloughed if something goes wrong, etc etc etc.

There will be plenty of "qualified" pilots. Many just won't make the move/apply for the standard beat to death points;
