I want someone to show me WHERE it says you need an ATP, I read it many times it says 1500hrs.

Um, unless something changed recently,

250 hr. of flight time as PIC of an airplane, or as SIC performing the duties and functions of a PIC under the supervision of a PIC, or by any combination of the two. This requirement must include

1. 100 hr. of cross-country time
2. 25 hr. of night flight time

but then that goes into the argument on another post about how hard it would be to NOT have 250 PIC. Unless part 141 etc. Even if you were part 141, go freaking rent a 152 for 50 hours or so over the next few years before the rule kicks in.

From the Final Bill passed by both House and Senate:

(2) MINIMUM REQUIREMENTS.—
(A) PROSPECTIVE FLIGHT CREWMEMBERS.—Rules issued
under paragraph (1) shall ensure that prospective flight
crewmembers undergo comprehensive preemployment
screening, including an assessment of the skills, aptitudes,
airmanship, and suitability of each applicant for a position
as a flight crewmember in terms of functioning effectively
in the air carrier’s operational environment.
(B) ALL FLIGHT CREWMEMBERS.—Rules issued under
paragraph (1) shall ensure that, after the date that is
3 years after the date of enactment of this Act, all flight
crewmembers—
(i) have obtained an airline transport pilot certificate
under part 61 of title 14, Code of Federal Regulations;
and

(ii) have appropriate multi-engine aircraft flight
experience, as determined by the Administrator.

Yes there is. 250 for FAA domestic privileges, and 1200 for ICAO international privileges (includes Mexico and Canada so most regionals require Captains to meet this requirement. This ICAO requirement would not apply to SIC's, even if they hold an ATP).

There are work-arounds for both requirements, the ICAO one is easy but the FAA one would need the cooperation of your airline.

Sec. 217. AIRLINE TRANSPORT PILOT CERTIFICATION.

(c) Flight Hours-

(1) NUMBERS OF FLIGHT HOURS- The total flight hours required by the Administrator under subsection (b)(1) shall be at least 1,500 flight hours.

A commercial pilot may credit the following flight time toward the 1,500 hr. of total pilot time.

1. SIC time, provided the time is acquired in an airplane, under one of the following conditions:

A. Required to have more than one pilot flight crewmember by the airplane's flight manual, a type certificate, or the regulations under which the flight is being conducted
B. Engaged in operations under Part 121 or 135 for which a SIC is required
C. Required under the FARs to have more than one pilot flight crewmember
