"Command authority and decision making seem to be the culprits, which are items that simply cannot be taught."
AYFKM? This is the stance our union reps are going to take on upgrade failures? I agree wholeheartedly that some people are predispositioned to have better command authority and ADM than others. However, these qualities most certainly CAN be taught, practiced, and improved upon.
To be clear . . . its ok for a new hire to get twice the amount of sim time than is required to be recommended for MV so they can be taught how to fly instruments in a multi-engine aircraft, but it is impossible to train our captain upgrades in ADM and command authority. Disgusting.
To all the FO's at this airline, better get a Snickers bar, its gonna be a while, because 25% of you are untrainable as captains (According to the training department, and the training committee chairman.)

I think it's pretty clear from the last MEC letter. They are preparing to negotiate a PSA style TA (pay caps and freezes) in exchange for poorly worded language that Airways will make its "best efforts" to refleet,"economic conditions permitting" "offer not valid in all 50 states" etc.
