And why would you beat up an RJ captain who takes a delay to get ballast, allowing a jumpseater onboard? Its not like crews wanted the FAA to keep jacking around with weights, causing W&B issues.
Preemption was a Cold War tactic and rash emotional responses just like yours will cause this thing to get really out of hand and really, really fast.

This has been a subtle, yet blatant attempt by UALs MEC to gain priority of UAX's jumpseats. Now that they are caught in the act, it UAX's pilots fault, UAL management, or IT problem... The MEC had the priorities change with management's approval and now, they won't change them back.

I think we may be talking about two different issues. The priority codes were changed a short time ago to give priority to TSA and GO Jets over other UAX carriers, as they give our pilots priority over other UAX carriers. I know the UAL J/S coordinator would like the priority on ALL UAX flights to be 1) Own Airline 2) UAL 3) Other UAX 4) Other Airlines. I have never heard from our J/S coordinator that we were trying to get jumpseat priority over UAX on your own airline.
The letter that was circulated sounds like a different issue, and one that has been around for few years. Conspiracy theories aside, I don't know of any active attempt by the UAL MEC to try to get the jumpseat over UAX on their own carriers. Doesn't mean it doesn't exist... I just haven't heard about it. When I leave the jet, the last thing I want to think/talk about is the airline industry.

Its upsetting to me that your J/S coordinators have been unable to convince UAL to force our agents to use our own policy, and I hope that our J/S coordinator sees this as egregious behavior. It is an erosion of Captains authority, pure and simple.
I can certainly see where this issue would irritate our Express Brothers and Sisters. I remember this type of issue at Horizon awhile back, as I commuted to SEA from PDX. I got denied a few times and always left without any questions. I do remember thinking to myself that it was a strange tactic to bite the hand of the 50 guys that actually USED Horizon and were actively trying to get the horrific policy changed at the time when the other 9550 pilots at UAL could care less about Horizon. The policy got changed in that case NOT because we were denied the jumpseat, but because it was a bad policy. I suspect the same would be true here. This post was an education to me. I didn't know this was an issue, and will contact my J/S coordinator to see why it isn't being addressed. NOT because I'm being threatened, but because its wrong. Once again.... take me on the J/S or not. I could care less. In the interim, I would suggest making UAL pilots aware of the issue when you have them on the seat, because we had no idea this was going on. Might I suggest, however, that when you do mention it, you catch more bees with honey.

That was a well written post. The only thing I have is the contract being put up for rebid. UAL already did that back in 2003. The two most expensive contractors were eliminated. One was fairly quick, the other came later. One of the contractors that won the bid is ALREADY one of the cheapest. You can't undercut MESA on a cost basis. The other is pretty cheap as well. It'd pretty hard to match their costs based on the size of operation they currently have.
