That problem starts at the GO. If memory serves, after Delta took over ground operations in an attempt to rein in the abysmal ramp performance, the ASA executive who had been in charge of ATL grounds ops was promoted. ASA has always promoted incompetence and this is the result. Not to mention making pilots negotiate for six years ensured they weren't going to go out of their way to help.

You should just see the look on these guys faces when they marshall us in. Those guys just dont want to be there, Im not sure what the problem is but the ramp in ATL has the lowest morale ive ever seen.

This article looks like it's specific to this year. And its completely skewed to use regional on-time performance as a determining factor, because from one regional to another, you have very different route structures in different regions, with varying levels of wx delay, ATC congestion, and varying ramp services.
In addition, I'm not "surprised" by this, because this article was written for pax, not pilots. If the article was about the worst regionals from a pilot perspective, it probably would've been a little different. I've always thought XJet and Eagle were pretty over-hyped by pilots as workplaces, though.
