I have to wonder, if this person was an adult that maybe they had a health condition that maybe they would need the sugar from fruits? Wouldn't be unheard of. Wouldn't excuse their behavior but perhaps it's why charges are not being filed.

The Communist News Network has it reported as a 4 year old throwing a temper tantrum. They should have smacked the parents and the kid.

Amen! A good old fashioned spanking of the children would prevent a lot of litigation. Discipline your children and hold parents responsible for their children.

Was it an "unaccompanied minor" ?

I always thought that system was a pain in the arse ...

It was a 4 year old. Two options here:

1...smack the parents, send that kid off to military school until theyre 18.

2...set up some MTV brat kid show where the parents spoil the crap out of them and this type of stuff happens. after taping their episode, proceed to step 1.

Not true, at least not always. The standard at Delta and especially ASA is that the company never pursues the matter. As an individual a person is always entitled to file a criminal/civil complaint, but that does not mean the company would do it. At least this has been my experience.
