Do bonuses end up in your bank account? If so, that sounds like pay to me.

If the bonuses are contractual, then count them. If they can be taken away at any time, I wouldn't count on them.

There are 4 regionals with pay and benefits, as well as career progression and quality of life, that are head and shoulders above the rest. They are also growing and will end up replacing the other ones.

Basing, they like it, personal reasons, Etc. The reality of the company is not reflected on APC. I've met plenty of great folks here who love what they are doing. Is it for everyone? No. So, let the bashing commence but I won't be a part of it.
