I also understand that UAL is starting to look like it's in more of a bind regarding it's regional feed...Especially with the lack of growth as desired at CommutAir.
Without a true W/O nor a true flow to entice pilots, UAL could be in for turbulent times keeping its regionals flying.

I think you have your head around it pretty good. They're both the only two companies I'd be looking at if I were commuting from Alabama, and really your first year is small potatoes with pay.
PSA is $38 +10k+ 10k, 9E is $51 I think on the 2 plus 10K.
So your looking at a $3 decision year one, which is further negated by PSA commuter hotels, which I think 9E doesn't have.
Year 2 they may pull away, I'am not sure but you'll get $2 bucks at PSA and commuter hotel benefit will go down as you can bid commutable trips.
Don't really get sucked into their 900 rates because if you want off rsv you'll need to bid the 2 and be seatlocked for 18 months. You may get 6 months on the 9 before your upgrade back to the 2 is awarded.
Once you upgrade they really leave PSA in the dust on rates, but the big 3 will be hireing huge in 2 years. Also their growth relies on the 200's hanging around, AA is in the process of dumping 70 200s right now so a further large reduction is less probable.
If you have a squeaky clean record on every front I'd roll the dice and go PSA.
If you have some light undesirables on your furture applications then I'd go to 9E.

Talk to PSA guys about how good scheduling is at following the contract. All I hear from my friends there is that they have a lot of issues. I have not once ever had to argue with scheduling about anything. When I was rsv I got released early every time I asked (your results may vary). Alternate deadhead provisions mean I get positive space home probably once a month or so. Never been Junior manned, never been extended. I get everything I bid for. Solid QOL at Endeavor, but again, everyone's experience is different. I could hold CA after 7 months here if I had the time. By the time i upgrade it's looking like I'll be able to hold a line straight out of training. That will be common for the guys without previous 121 guys.
And if you're planning on commuting, we'll have second flight positive space after this TA. Never worry about getting to work!
Also, our 5 day trips are 100% commutable on both ends with a 5 hour min day. I haven't burned a night in 6 months. No crash pad, no extra nights.
Seat lock doesn't prevent upgrade or base change.
All open time is 150% regardless of how it's picked up. I'm told there's some weirdness in how PSA guys get premium pay for pickups that makes it less attractive.
I'd really recommend going through the PSA forums and the 9E forums and just getting both sides. Remember though that for every one person complaining about something online there are 9 others that love their jobs.
And like someone else said, not all commuting is created equal. Where are you commuting from? That's a big big deal.

PSA is filling classes with no trouble at all, and has people waiting to come here.
And as far as QOL goes, let me know if every FO that has been with your company less than a year has Thanksgiving and Christmas off. That is a pretty good test of a good QOL. Every FO that started before March of this year will have Christmas off if they want it (and started 3-4 months later in 3 of our bases).

CLT and TYS have traditionally taken longer to hold R1 than other domiciles at PSA. A short period of time lapsed when we were extremely short-staffed for pilots across the entire company. Now with the usual holiday draw-down and less pilots dropping their flying it may be a couple months before you see some movement. There are CAs who have been on reserve here for years that are waiting for a line in CLT and TYS.
