Bottom line: looks like new FOs can get any base out of training they like as long as they're willing to accept reserve in CLT and TYS for a little bit. Very quick in the other bases....

Because everyone is leaving as fast as they can. People upgraded out of seniority around that time, therefore, it will appear to drop for a couple months. Once the DECs seniority comes around, it'll be slow again as everyone after them are FOs.

There were DEC's. But, that means for new hire FO's, that there are several months in which there are only a few FOs that were hired. So, when it gets to the seniority for upgrade, we will get through those several months very quickly.
Here are a few months where we had almost no FOs hired. (I think this is the chart that TallFlyer posted, but was blocked)
July 2015, 2 FO's
August 2015, 4 FOs
Sept 2015, 4 FOs
Oct 2015, 7 FOs
Nov 2016, 6 FOs
Dec 2016, 7 FOs
We should be able to upgrade those 6 months worth of FO hires in one months time. Upgrade time is right now just over 2 years. It should drop to just over 18 months (I have been predicting that for awhile now).
The July 2015 hires should start upgrading this coming September (depends on how many FOs take the first upgrade bid).
If attrition stays where it is at (which it should as the majors and LCC's start taking more and more of our pilots), the upgrade time will be less than 2 years. It typically takes over 18 months to get to 1000 SIC anyways, so you will be able to upgrade when you are ready to.

You missed our DEC hiring last year.
Right now, we are still at 26 months upgrade time and should be dropping to about 18. I am not sure it will drop to the point where we are hiring DEC captains again, but I would not be surprised that it will drop to the point where people are having to bypass upgrade because they don't have the time.
Many FOs SAP to 65, fly as little as they can, especially when they have a vacation. It is easy to fly less than 600 hours a year if you want to (while others are flying 850). Right now, there are FOs going to upgrade class with barely over 1000 hours SIC. So, in those cases, I think they will get bypassed in the near future.
But, I doubt we will be hiring street captains.

As of right now, only those that want to bypass are bypassing. Some are willing to take the first available upgrade, others are waiting until they can hold a line in the base of their choice.
