A new hire with 0 121 time will get the upgrade as soon as they get 1000 hours. So....
~6 months from new hire to hitting the line,+
~1000/70-80 (hrs per month)=12-14 months on the line
I would say conservatively 1.75 years from new hire until you get awarded it. The only variable I see changing here is the time in training. With 3 jets per month starting in January and pilots constantly leaving for majors , the need for captains and first officers will get stronger

Most junior 145 CA was hired in April of 2017. He finished his first officer training and upgraded immediately (no direct entry captains...yet)
A new hire with 0 121 time will get the upgrade as soon as they get 1000 hours. So....

"In order to ensure compliance with the FARs related to minimum pilot qualifications to upgrade
– specifically, minimum flight hours to act as a PIC in Part 121 operations, all pilots who are not
already PIC qualified at PDT and were not a PIC under 121 on July 31, 2013, must provide
verification that they meet the requirements of Part 121.436. To provide this information, you
must email the details of your accumulated time (broken down by aircraft type and operation,
e.g., 121, 135, 91(k)) to one of the below listed email addresses no later than the bid closing
date and time. Failure to provide this information may prevent a pilot from being awarded an
upgrade bid.
Please use the guidelines, included below, when providing pilot time totals.
Prior PIC 121 Ops:
Were you employed as a 121 PIC on (not before, but ON) July 31, 2013? If your answer is “yes”,
list the 121 carrier you were with on that date. If the answer is “no,” you will need to provide
your times as indicated below.
Prior SIC 121 Ops:
List all time accumulated as an SIC in a Part 121 operation prior to joining PDT. Prior 121 PIC
time does not count toward the upgrade requirements unless you were a 121 PIC on July 31,
2013 or you receive a waiver from the FAA.
Military PIC Flight Time:
You may count up to 500 hours of time accumulated as the aircraft commander in a
multiengine, turbine powered, fixed wing aircraft requiring more than one pilot. If this applies
to you, and you have greater than 500 hours in this category, only enter 500.
FAR 135 PIC Flight Time:
To apply 135 PIC time toward upgrade, you must have been serving as the PIC, in a passenger
carrying operation, in a turbojet airplane with 10 or more passenger seats (must be passenger
seats, do not count crewmember seats), or of a multi-engine aircraft in a commuter operation.
All other 135 PIC time does not count toward upgrade requirements.
FAR 91k PIC Flight Time:
Must have been PIC on a multiengine, turbine powered, fixed wing aircraft requiring an ATP
certificate and applicable type rating.
So when can I upgrade?
If you were a PIC in a 121 operation on July 31, 2013 you are eligible to upgrade as soon as you
have 2500 total time and your seniority permits.
For everyone else, you are eligible to upgrade seniority permitting, when PDT SIC + previous
121 SIC + Military PIC + 135 PIC + 91k PIC time = 1000 hours, and you have 2500 total time. For
the bid effective April 1, 2018, you may bid for an upgrade if you are within 200 hours of
meeting the 121.436 and/or 2500 total time requirements."
