I don't think it's just to bring in DECs, honestly they are just trying to get whoever they can at this point. Recruitment is struggling to attract people...surprise, surprise...
Let's be real, most pilots looking for a regional job today know that it's a pilot's market, and Piedmont has nothing special to offer that you can't get somewhere else.
Plus, the secret is out, there is HORRIBLE quality of life at Piedmont when you compare it to other regionals. No reason to choose Piedmont unless you have no other options. DECs sometimes have no other options, and PDT can blind them with bonuses and "flow".

Sounds like they are filling out their bench. The alligator closest to the boat is the FO shortage but the CA exodus isn’t far behind so they’re stocking up on DECs for when they have enough FO staffing to to start upgrading people. The DEC program provides them with flexibility: a current right seater with the option for a left seater when they choose to exercise their option. In the past we’ve also been able to source a handful of training pilots from DECs, which is a great thing for them to have in their back pocket too. All that it costs them is the pay differential between FO and CA and an extra 2-3 months of training time. Look at DECs as reserves for staffing rather than the line. Not saying that I like it but I can see the rationale behind it.

Also, keeping a current FO from upgrading means that they will be stuck there longer. They won't be logging PIC time and be able to get hired at a major as quickly.
