It’s only skirting it if that’s mandatory. If they were given a bailout money requirements to not furlough, but instead pay ANY amount less to ‘stay’ and it’s mandatory reduction, then yes, definitely write your US rep.
But If that’s an optional offer, then the only issue is that no one will take it. Which only hurts both of us and them and forces them to pay 75h guarantee, and makes us miserable sitting stand-by. Unless/until we can get an LOA with reference to % of pilots vs. flights equals released from duty requirements.
I’m pretty sure it’s optional though, as the CARES act requires them to pay all crew 75h (whatever guarantee was at time if signing March 28th).
They need to offer at least 55 hours like AA does (realizing AA makes 2-3 times more hourly...is still way less than them). Then, you might get some takers. Incentive to get off of stand-by, but enough to make a reduced living, and less crew will be on stand-by.
Though some (one could argue most) of the FAs and FOs get paid so little, they depend on per diem. So even an offer to pay 75h to be on leave, wouldn’t be enough to take.

Most states offer partial unemployment if you're making less than you normally would due to pay cut or reduction in hours. I'm not sure which way you'd come out ahead money wise. Some people will take the leave if they can live off other income sources or you spouse works.

Just my take, and I could be wrong, but..... wholly owned subsidiaries are separate legal entities. I read that to mean that any strings attached to this money do not apply to Piedmont/Envoy/PSA, as that money is not going to any of those companies. I hope I am wrong, and I am not an expert in legalese, but that's my reading. I hope I am wrong.

As such were are part of American Airlines Group. I am no lawyer but as such, if AAG receives grants and loans through the CARES act, it applies to us. I believe that is why Parker was very wishy washy about CARES. http://news.aa.com/news/news-details/2020/CEO-Doug-Parker-On-What-the-CARES-Act-Would-Mean-for-American-OPS-DIS-03/default.aspx

Subsidiaries are protected under the bill.

We’ll probably get the same leave offer as Envoy, no one will take it, airport standby will be the new norm. When we’re talking billions of dollars, the amount saved on payroll with our small pilot group on or off leave most likely doesn’t matter. I’m sure the Union is doing their best. The company has shown minimal leadership or foresight during the past few weeks, I expect that to continue.
